Key Role: Provide hands on senior level proposal management across the proposal lifecycle: Partner with Capture Manager to conduct Black Hats; participate in solution development sessions; and annotate proposal outlines with discriminators, key messages, and relevant proposal content Assess the solicitation and proposal requirements to determine resource needs and proposal schedules for the specific opportunity Develop the master outline and schedule, compliance matrix, and proposal management plan Lead all aspects of proposal development, including, but are not limited to: Kickoff meetings, knowledge transfer of solutions and messages to writers, internal proposal team peer reviews, wall walks, annotated outline reviews, and color team reviews, and production Work with writers or volume leads to organize and refine writing content and take corrective action to ensure proposals are compliant and compelling Manage proposal and production schedules, keep the team and management informed of changes as they occur, and ensure all writing and proposal goals and deadlines are met Conduct Just In time training for proposal team members as needed Collaborate with Pricing Volume Lead to maintain alignment with technical and management solutions, facilitate reviews, and monitor on schedule development of Cost Volumes Collaborate with Contracts Volume Lead to manage the on schedule development of compliant Business volumes Serve as volume lead, color team lead, or other proposal role, if required Help develop and maintain content for proposal libraries and participate in other process improvement initiatives
Basic Qualifications : 10 plus years of experience managing the development of federal proposals across a variety of DoD & Civil agencies, single and multiple award contract structures, and a diversity of acquisition strategies. Demonstrated success in leading the development of winning proposals Successful track record of tailoring proposal processes to meet RFP requirements and maintaining high quality. Ability to effectively lead diverse teams of senior and junior personnel Excellent organizational skills with the ability to coordinate diverse proposal teams to include employees, consultants, SMEs and subcontractors. Ability to work unpredictable schedules, including some nights, weekends and holidays Ability to travel for extended periods to support proposal work a plus
