Primary job responsibilities include:Analyzes solicitation documents and requirements to develop compliant response templates (e.g., compliance matrices, proposal outlines)Evaluates proposal staffing and recruiting requirements, creates job descriptions, duties, and qualifications.Researches competitive staffing information to include personnel skill sets, resumes, and salaries utilizing tools such as LinkedIn, Salary.com, BLS.gov, etc.Conducts candidate and personnel interviews to determine suitability, technical acumen, and salary ranges.Coordinates with pricing team and assists with price to win strategy.Writes proposal content, as needed, for sections such as technical response via interview, past performance, resumes, and other sections not requiring subject matter expertiseEstablishes and coordinates schedules and meetingsMaintains version control of proposal documentsEdits and performs general quality control on proposal contentPerforms desktop publishing activities and participating in the final production of proposalsEvaluates technical sections - text, layout, graphics, etc. - for storytelling quality, consistency, coherence, clarity, and compliance with technical requirements and for alignment with solutions and themes.Interacts with Proposal Manager, Subject Matter Experts (SMEs), and Teaming Partner members to obtain content necessary to draft compelling proposal sectionsFollows through with production of submittals, including printing, collating, binding and packagingAssists in the development and maintenance of an opportunity pipelineTracks upcoming opportunities and conducts industry and market research and analysisExpands upon and maintains a repository of proposal templates, boilerplate language, and updated past performance information
Minimum Requirements:Undergraduate degree in English, journalism, communication, marketing, international relations or related field.1-5 years of experience in proposal writing and/or coordination, preferably with experience in federal government proposal writing and/or contractingMust be able to work independentlyExcellent researching, reading and analytical thinking skillsExcellent verbal and written communication skillsAbility to support and manage multiple concurrent proposals with shifting priorities in a fast-paced, deadline driven environmentStrong organizational skillsAbility to work with a variety of colleagues with varying levels of proposal experienceStrong capabilities with Word, Power Point , SharePoint, Excel, Adobe Acrobat Pro, and Graphics programsPossess initiative and ability to work effectively in high-stress situations with tight deadlines and to prioritize activities as needed to accomplish assigned tasks
