Job Description:
Leads and is responsible for the validation, verification, and feedback to proposal manager on compliance of all proposal volume deliverables. Adds value to the overall team operations through an independent process of verification and validation which will ensure the response aligns with the RFP instructions (L), evaluation criteria (M), and PWS (C). Determines compliance through the use of a detailed compliance matrix. This does not replace or substitute the proposal manager from conducting their own compliance reviews but is aimed at providing a fresh pair of eyes for the review of compliance. On an as needed basis, this role will also assist the proposal manager and independent teams with the initial review of the RFP once the draft or final drops to include creating the response outline. The Proposal Compliance Analyst may also burst the RFP content into an outline baseline for review by the proposal manager, volume leads, and SMEs as requested. The inclusion of this role provides behind the scenes reinforced compliance diligence by implementing innovative process improvements and generating assets to improve the team’s service delivery capabilities ultimately making the delivery response compliant and easy to evaluate. This role may also be called upon to participate in independent color team reviews, as well as gather and apply lessons learned from proposal efforts.
Main tasks include:

  • Perform initial review for compliance referencing all solicitation documents
  • Validate alignment of the Proposal Manager’s proposal outline against the RFx. That the outline follows the the Section L instructions, Section M evaluation criteria, and Section C PWS or SOW
  • Use custom tools to burst RFxs to build a baseline compliance matrix
  • Verify and review each section of the written proposal to ensure the topics map and the points of that section are covered in the content
  • Use custom tools to measure and evaluate inclusion of key client terms and phrases
  • Verify page layout is correct, all exhibits are cross-referenced, and font type/sizes are compliant
  • Use custom tool to provide formal compliance assessment report on each proposal volume to proposal manager and PropShop Director, emphasizing any non-compliance issues
  • Participate in color team reviews on behalf of proposal managers to provide an independent assessment of the quality of the proposal
  • Post submission, gather and document lessons learned from each proposal effort
  • Provide on-demand assistance from the compliance perspective to bid teams that do not have dedicated Proposal Support Center support. This may include bursting the RFx, building the compliance matrix, annotated outline, and proposal schedule, conducting a compliance review, and participating in color team reviews
  • Serve as a Proposal Analyst or Proposal Manager on an exception basis when demand for support exceeds available capacity by the team
  • Depending upon the size and complexity of the RFx, or if there are consistently issues with compliancy, conduct a compliance review during each color review
  • Over an extended period of time it is estimated the Proposal Compliance Analyst will spend their time as follows: 40% on Compliance Audit as described above; 20% on independent color team reviews, 20% providing the “on-demand services” described above, and 20% for Proposal Analyst surge support.
