Job Title: Proposal Manager

Job Summary:

EMCOR Government Services, headquartered in Arlington, VA, has an immediate opening for an exceptional Proposal Manager with technical writing skills experienced in preparing proposals for federal, state, and local government customers.

Essential Duties and Responsibilities:

  • Direct full proposal development lifecycle for Federal Requests for Proposals (RFPs), including all proposal phases, activities, and milestones, kickoff meetings, status updates, data calls, readiness assessments, brainstorming sessions, and color reviews
  • Develop detailed annotated proposal outlines, compliance matrices, and proposal schedules
  • Analyze solicitation requirements to create compliant content
  • Write proposal sections, responses to Requests for Information (RFIs) and Sources Sought Notices, and capability statements
  • Multi-task and prioritize work assignments
  • Be computer savvy and adept at using technologies aimed at communications and proposal development
  • Communicate well and interface within different levels of the organization
  • Coordinate development of graphics, working with technical subject matter experts to illustrate technical and management concepts and convey key proposal messages
  • Use technology-based tools and software programs (e.g., Zoom, SharePoint) for proposal communications, collaboration, scheduling, and development
  • Work with capture and operations team members to develop win themes, discriminators, source content, and graphic concepts
  • Coordinate writer activities and work with pricing team to ensure consistent content and messaging for all proposal volumes
  • Manage production schedule to include production assistance as needed to ensure that high quality professional deliverables are created and submitted on time
  • Monitor procurement websites (e.g., FBO, GovWin, FedConnect, ProjNet, etc.) for updates on identified opportunities
  • Edit and proofread proposal sections for style and consistency
  • Must work late hours / weekends periodically throughout the proposal process to submission
  • Qualifications:

    A successful candidate for this position will have the following qualifications:

  • Four-year degree with BS/BA in Journalism, English, Communications, Engineering, or related field (or equivalent) required
  • Five to eight years of proposal development experience including at least three to five years of experience as a proposal manager responding to Federal government Requests for Proposals required
  • Proven ability to be self-motivated and work independently as well as part of a team
  • Understanding of Federal government procurement regulations and practices (including FAR) required
  • Knowledge of facility management, engineering, renovation, modification, and sustainment practices and the management of these practices desirable
  • Ability to work unpredictable schedules on occasion, including some evenings and weekends, required
  • Familiarity with proposal development best practices, such as Shipley or APMP
  • Ability to travel occasionally required
  • Proficiency in Microsoft Word, PowerPoint, and Excel required
  • Ability to think critically and draw from several resources to create simple, unified and persuasive documents
  • Capability to multi-task and prioritize work assignments when needed
  • Must be computer-savvy and adept at using technologies aimed at communications and proposal development.
  • Must be a strong communicator and able to interface within difference levels of the organization
  • Experience with SharePoint or other document management systems desirable
  • Must have strong organization skills and attention for detail
  • Willingness and ability to adapt and learn in a fast-moving environment
  • Ability to lift 20-25 pounds
  • Possession of an active clearance is desirable
