Our Critical Mission Solutions line of business has an immediate need for Proposal Managers to support our Mission IT and Analysis business. This position partners with sales leads and operations to develop and implement win plans, assess Jacobs positioning, and analyze competitor and market environment. The key to success is the ability to organize, direct, and motivate multidiscipline pursuit teams to develop strategic sales deliverables in response to client requests.


Responsible for leading the proposal development lifecycle in support of the Aerospace, Technology & Nuclear business development process. Supports company growth strategies through the development of superior written and oral presentations and technical demonstrations.Leads multi-disciplinary teams from multiple organizations to win work.


•Oversee application of the Relationship Based Sales (RBS) process to develop written products, oral presentations and technical demonstrations

•Create proposal outline and compliance matrix for responding to Requests for Proposal (RFP) incorporating all requested data from the RFP

•Develop and publish a milestone schedule for completion of all required proposal deliverables and volumes

•Work with the capture manager to refine win strategy for the proposal response

•Work closely with the cost volume lead to tie the technical and management volumes to the cost volume

•Work with capture managers, executive leads, and volume leads to incorporate win strategies and themes to create a responsible, persuasive, and compliant proposal

•Manage subcontractor participation in proposal development

•Provide solicitation and amendments to proposal team

•Manage the preparation of draft documents for review processes and provide review material and schedules facilities for the review

•Review author material throughout proposal development phase

•Participate in and facilitate the capture process when needed

•Assist capture manager in developing customer contact plan, coordinating contact meetings, conducting competitive analysis, performing gap analysis, and obtaining customer planning information

•Estimate personnel required to complete the proposal development phase

•Draft proposal development plan

•Manage vendors, internal/external consultants, writers, creative services specialists and operations personnel supporting individual pursuits

•Perform final book check of the proposal

•Perform or direct production activities

•Manage final preparation of proposal for delivery (e.g., binders, spines, dividers, covers, footers, headers, page limitations, nondisclosure, packaging, and transmittal letter)

•Evaluate and respond to RFPs, RFIs, Sources Sought, etc., including preparing outlines and writing sections of proposals or other marketing-related material

•Translate the win strategy into key themes and drives them into sales documents through a disciplined process that articulates compelling sales messages with benefits statements, graphics, and proofs

•Contribute to the development of functional or regional sales strategies

•Adapt and execute functional or regional business plans

•Evaluate key personnel for contract/task bids/proposals

•May manage/lead other Business Development personnel

•Implement quality, safety, and BeyondZero program to promote and incident- and injury-free culture

•May be responsible for resource allocation, productivity, expense levels, and asset management


Required Education, Training, and Experience:

•Education and Experience: BS/BA degree and twelve (12) years related experience; additional education may be substituted for experience

•Technical: Capability in Microsoft Office Suite

•Ability to lead large proposal teams through the proposal development process

•Ability to facilitate teams in developing and maturing technical and management solutions

•Ability to process information quickly and accurately

•Strong interpersonal and communication skills

•Organized and heightened attention to detail

•Experience running federal proposals

•Understanding of the FAR and its applicability across the proposal development lifecycle

•Excellent writing and editing skills

•Flexibility and capability to work multiple projects with tight deadlines

•Language: Excellent verbal and written communication skills in English

•Other: Work may be required after hours and on weekends, and sometimes on short notice.Must be willing and able to travel

•Must possess and maintain a U.S. Government TS/SCI security clearance

Essential Functions for Position

Physical Requirements: Work may involve sitting or standing for extended periods of time.Position may require filing, typing, and reading from a computer screen.Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner.There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.

Work Environment: Generally an office environment, but can involve inside or outside work depending on task.An inside environment may be a cubicle (considerations: close quarters, low to moderate noise, bright or dim lighting).Outside work may include various environmental conditions including warm and cold climates.Needs to be able to work well with co-workers, customer, and all levels of management. No hazards on job or unusual environmental conditions.Work site is located in Herndon, VA.

Equipment and Machines: Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.

Attendance: Regular hours will be between Monday - Friday 8:00am - 5:00pm.Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings.Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions:Must demonstrate professional behavior at all times when dealing with customers, management and co-workers.Must have clear, concise and accurate communications skills in English, both verbal and written.Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others.Must maintain a positive work atmosphere by behaving and communicating in a professional manner.Independent personal transportation to office or work site is required.Travel to and from customer’s locations and the test fields may be required to support projects.This may involve airline travel.In some cases, accommodations can possibly be made for POV, if necessary.When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
