Position Description:

MetaPhase isseeking a policies & procedures Technical Writer with a minimum of 5-7 years of experience to be a part of a Federal team supporting the Office of Strategy, Policy and Plans (SPP) within the Cybersecurity and Infrastructure Security Agency (CISA). This team works closely together to provide change management support for CISA organizational transformation related activities including program management support, robust governance processes, technical writing, and task management.

The incumbent considered for this role will be responsible for supporting a successful implementation of the CISA policy framework, which documents CISA’s management standards, support services, and operations.

Specific Duties:

  • Support the development of plans and procedural documentation in support of executing decisions by preparing, revising, and delivering documents addressing various subjects of strategic policy and planning for review of executive senior leadership

  • Develop Training guides, job-aids, checklist, and educational / training documents

  • Manage requirements to effectively indoctrinate standard operating procedures (SOPs), concept of operations, project management plans, and other guidance documents as requested. 

  • Manage problem-solving to provide customized business- focused objective advice, expertise and specialist skills to create value and improve business strategy, internal processes and performance.

  • Produce high–quality documentation that meets applicable standards and is appropriate for its intended audience

  • Translate complex concepts and solutions into multiple types of documents, including requirements, diagrams, and standard operating procedures

  • Convert existing policy documents to new formats

  • Experience and knowledge of policy documents structure and content within the Federal government (DHS experience preferred); particularly for management controls, and management support services (e.g. human resources, administrative services, audits, etc.)

  • In order to execute these duties effectively, individual must be able to:

  • Apply strong communication skills to build relationships, connect people, and support team members

  • Manage communications between internal and external stakeholders

  • Knowledge of Microsoft Office (Word, Excel, and PowerPoint), Adobe, Illustrator, etc.

  • Excellent written and verbal communication skills

  • Possess strong technical, analytical, and problem-solving skills

  • Basic Qualifications (Required):

  • Minimum of 7 years (5 with Masters) of experience with technical writing related to policy and/or operational process improvement 

  • Ability to deliver high quality documentation paying strict attention to detail

  • Ability to grasp complex functional policy concepts to quickly translate into structured text easy to understandable

  • U.S. citizenship required (no exceptions)

  • Additional Qualifications (Desired):

  • Federal consulting experience; Experience at DHS - Department of Homeland Security is a strong plus
