MTEQ is a lead sensor system integrator focused on providing advanced sensor technology to address C5ISR mission requirements. MTEQ provides a broad range of technical support across two divisions. Our Technical Services Division provides research, development, analysis and field service support to advance the architecting and fielding of advanced sensor systems for ISR and Force Protection missions. Our System Division provide the engineering design, development of complete and integrated solutions from hardware to software for sensors, systems and command and control architecture.

MTEQ, Inc. is seeking a hands-on Senior Proposal Manager for our Lorton office to manage all proposal efforts including major or strategic, high-visibility proposals to department of defense, civil, and intelligence agencies of the Federal Government. This individual will command the process in all aspects of the proposal development process including content direction, implication of win themes, and proposal architecture. Manage efforts using best practices to ensure scope, cost, and schedule requirements are met. Work with business developers, technical writing team, and technical authorities to provide solutions in proposal documents and oral presentations in a creative, compelling, and compliant manner.

The Proposal Manager prepares compliance checklists, outlines, cross-references matrices, WBSs, WBS dictionaries, and schedules; provides training and support for storyboards; drives meeting the requirements, schedule, compliance, and quality; works well with individuals and groups, as well as personnel at all levels (including senior executive staff); is skilled in Microsoft Office and SharePoint 2010; and is able to provide presentations and present training to proposal staff. The ideal Proposal Manager will be an individual knowledgeable in MTEQ’s current core customer (NVESD) as well as one or more of the related Defense Community (i.e. SOCOM, SOF, FBI, DIA, NGIC, NGA, NAVSEA, PEOs, etc.).


  • Take end-to-end ownership and command of proposal development and related support processes, including down-select questions, written proposals, oral presentations, Evaluation Notices (ENs), Final Proposal Revisions (FPR), etc.

  • Develop, maintain, and continuously apply best practices to each proposal, to include outlines, storyboards, themes, action items, etc.

  • Analyze proposals for consistency and clarity, compliance with RFP/RFI/RFQ requirements, and alignment with proposed solutions and win themes

  • Meets proposal deadline by establishing priorities and target dates for information gathering, writing review, and approval; entering and monitoring tracking data; coordinating requirements with contributors

  • Write and synthesize proposal/marketing narrative in near-real time as required

  • Leverage existing archived proposal information/past performance

  • Develop targeted questions and interview technical and programmatic staff to extract the critical information necessary to develop technical and managerial solutions

  • Provide detailed guidance to proposal writers/contributors within the organization and its subcontractors

  • Communicate proposal-related requirements and status with senior management, as appropriate

  • Remain current on all amendments and modifications to the solicitation

  • Participate proactively in advancing proposal knowledge management processes

  • Lead and proactively participate in the development of oral presentation slide concepts and scripting

  • In concert with the Capture Manager, plan, coordinate the schedule for, select the membership of, and lead effective, results-driven storyboarding, kickoff, and review meetings

  • Be proactive in the conceptualization and development of strategic win themes and discriminators

  • Define and manage the proposal response schedule in conjunction with the Capture Manager

  • Perform quality check of all proposal sections and volumes, with a focus on accuracy and quality

  • Must be knowledgeable of the federal proposal process, and be extremely hands-on in the development of solution frameworks as well as proposal text and graphics concepts

  • Responsible for managing and updating pipeline database

  • Must have the ability to obtain and maintain a US Department of Defense clearance
  • Requirements

  • Critical attributes include exceptional communication, teamwork, flexibility, organizational capacity, ability to motivate, and a “do-whatever-it-takes” attitude

  • A minimum of seven years’ experience managing proposal development

  • Experience implementing Shipley Methods

  • Five years’ experience in technical writing and editing

  • Adept in the use of Microsoft Office Suite

  • Experience with SharePoint

  • Ability to work under pressure of multiple tight deadlines and to manage shifting priorities

  • Strong Proposal Leadership skills, with the ability to build a strong team, effectively resolve conflict, and vector appropriate resources to maximize proposal development

  • Excellent organizational skills

  • Ability to work independently and with minimum supervision under a system of discipline, deadlines and accountability

  • Ability to build cross-department relationships with executives, capture managers, and SMEs that foster cooperation between Business Units, the Proposal Center, and BD

    Ability to obtain Security clearance required. Active Security Clearance a plus.
