An excellent opportunity exists within our Enterprise Services /Global Finance Estimation & Pricing Organization for a Principal Proposal Analyst in Dulles, VA. The Strategic Pricing Group offers visibility to, and requires extensive contact with all proposal team members, subcontractors, customers, and IIS Senior Management. The management of this activity, in concert with the other proposal volume leaders, is key to winning new business. Activities include developing pricing strategies, meeting schedule, and compliance requirements
Additional activities include, but are not limited to: Forming and supporting the proposal cost team, supporting all cost volume activities such as compiling cost, schedule, and technical elements in accordance with the request for proposal (RFP) specifications. The development of complex Excel-based cost models to support proposal efforts is crucial for should-cost analysis and pricing reviews with management.
THIS POSITION REQUIRES U.S. CITIZENSHIP WITH THE ABILITY TO OBTAIN AND MAINTAIN A TS/SCI SECURITY CLEARANCE
This is a senior pricing position within a dynamic organization focused on creating winning cost proposals to help achieve our business goals. This includes proposal development for competitive new business pursuits. The qualified candidate will: Plan, lead and perform pricing and cost proposal development in accordance with customer requirements and current government regulations, laws and company policies Be responsible for all pricing support functions from pre-RFP activities through proposal negotiations. Effectively organize and lead a pricing team in support of large sole-source and competitive proposals. Have the ability to perform the duties of a cost volume manager including the analysis of customer requirements, proposal strategy development, proposal development and production and coordination and interface with other organizations involved in the proposal process. Conduct detailed analysis as necessary to support and impact proposal quality, cost realism and reasonableness via basis of estimate review, historical program analysis and comparison. Lead and conduct pricing support to customer fact find activity and government audits. Provide training and mentoring to junior pricing analysts to ensure organizational capabilities are met and individual growth is accomplished.
Required Experience and Skills: The qualified candidate will have a minimum of 6 years of direct experience in a Finance role supporting cost proposals and/or program finance with exposure to competitive new business, follow-on business and engineering change proposals for the government or government prime contractors. Excellent written and oral communication skills with proven experience briefing senior management Knowledge and working understanding of the laws and regulations that govern acquisitions and program execution for US Government procurement (FAR, DFARS, CAS, TINA). Knowledge and working understanding of the Service Contract Act and its applications Knowledge and working understanding of international pricing implications Experience working in a Finance/Pricing lead role as part of an overall proposal or program management team including business development, program management, finance, contracts and functional organizations is required. The ability to lead, manage and mentor a team of junior pricing analysts is required. Excellent MS Excel and Word skills along with finance/proposal software experience are required. Ability to work in dynamic environment as both an individual contributor and integral member of proposal team The candidate must also be willing to support proposal activity at other Raytheon locations as needed. Desired Skills and Attributes: Direct experience leading cost volume development for major sole source and/or competitive proposals Team leadership and the ability to interface with senior management Advanced level experience using Microsoft Excel (functions and formula creation, logical data flow) and Microsoft Word Advanced level experience with Pricing System software tools Customer driven cost model development using Microsoft Excel Finance/Accounting experience Current TS/SCI clearance Required Education: Bachelor Degree, preferably in Finance, Accounting or Business and 6 or more years of applicable experience. US Citizenship Required: This position requires the eligibility to obtain a security clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.
